The Failed States Index 2010

The 10 states that fill out the top ranks of this year's Failed States Index -- the world's most vulnerable nations -- are a sadly familiar bunch. Shattered Somalia has been the No. 1 failed state for three years running, and none of the current top 10 has shown much improvement, if any, since FOREIGN POLICY and the Fund for Peace began publishing the index in 2005. Altogether, the top 10 slots have rotated among just 15 unhappy countries in the index's six years. State failure, it seems, is a chronic condition. This year's index draws on 90,000 publicly available sources to analyze 177 countries and rate them on 12 metrics of state decay -- from refugee flows to economic implosion, human rights violations to security threats. Taken together, a country's performance on this battery of indicators tells us how stable -- or unstable -- it is. And unfortunately for many of the 60 most troubled, the news from 2009 is grave.

At the top of the list, Somalia saw yet another year plagued by lawlessness and chaos, with pirates plying the coast while radical Islamist militias tightened their grip on the streets of Mogadishu. Across the Gulf of Aden, long-ignored Yemen leapt into the news when a would-be suicide bomber who had trained there tried to blow up a commercial flight bound for Detroit. Afghanistan and Iraq traded places on the index as both states contemplated the exit of U.S. combat troops, while already isolated Sudan saw its dictator, Omar Hassan al-Bashir, defy an arrest warrant from the International Criminal Court and the war-ravaged Democratic Republic of the Congo once again proved itself a country in little more than name.

Even good news for these plagued states came tempered by hard facts. A coalition government in Zimbabwe whipped history's second-worst bout of hyperinflation, fostering the country's first year of positive growth in more than a decade, and Sri Lanka crushed its Tamil Tiger insurgency. But Robert Mugabe's security goons still rule Harare unchecked, while the Sri Lankan government stands accused of committing gross human rights violations.

Given time and the right circumstances, countries do recover. Sierra Leone and Liberia, for instance, no longer rank among the top 20 failing states, and Colombia has become a stunning success story. Few remember today that the Dominican Republic once vied with its neighbor Haiti for the title of "worst Caribbean basket case." But the overall story of the Failed States Index is one of wearying constancy, and 2010 is proving to be no different: Crises in Guatemala, Honduras, Iran, and Nigeria -- among others -- threaten to push those unstable countries to the breaking point.

عن مقومات الريادة المصرية الضائعة

كَثُر الكلام فى الفترة الأخيرة عن دور مصر الإقليمى، المفترض أنه فى حالة تدن حادة. ويستند من يتبنى وجهة النظر تلك إلى عدة عوامل وأحداث، منها تصرفات دول حوض النيل فى سياق مسألة توزيع المياه، وأيضا بالصراع الكروى الذى دار مع الجزائر، وما حدث للمواطن المصرى الذى سحل فى لبنان، والتحديات التى تفرضها علينا دولة صغيرة مثل قطر...إلخ.

يعتقد الكثيرون أننا نتعامل هنا مع مشكلة سياسية، لكننى أعتقد أن المشكلة أساساً فكرية وثقافية، وتتعلق بطريقة جذرية بأساسيات مقومات القوة والريادة فى العصر الحديث. فبينما يترحم الكثير من المعلقين على دور مصر خلال الحقبة الناصرية، لا يتساءلون فى الوقت نفسه عن الحيثيات التى مكنت عبدالناصر، قبل كارثة ٦٧، من لعب هذا الدور.

فلا شك أن عبدالناصر، بشخصيته الجذابة، كان له رصيد رهيب فى بعض الأوساط العربية والأفريقية فى مرحلة ما، ورجع ذلك جزئيا لأنه ساعد حركات التحرر الوطنى ورفع شعار الوحدة العربية، لكن تجربة الوحدة الوحيدة العملية قد فشلت، وكانت هناك أيضا عداءات سياسية لا تحصى مع دول عديدة فى المحيط العربى والأفريقى، التى سماها «الرجعية».. ومن يتشكك فى ذلك عليه مثلا مراجعة خطابه فى مناسبة عيد العمال سنة ١٩٦٧،

حيث تكلم لمدة ساعات عن الرجعية العربية، الممثلة فى الأردن بالذات، وبطريقة لم تخل من الصلف الصريح (مثلا عند الكلام عن «الملك حسين وأمه»)، وذلك قبيل شهر واحد تقريباً من الكارثة التى سماها «نكسة» فيما بعد. ولم يشر إلى عدوه الأساسى المفترض (إسرائيل) إلا فى فترات عابرة.

أى أنه، من الناحية السياسية، كانت «ريادة» مصر الناصرية منقوصة فى أحسن الأحوال، فماذا إذن كانت مقومات تلك الريادة؟

لا أعتقد أنه يمكن الهروب من النتيجة التالية: أنها قد أُسست على بقايا الميراث الفكرى والثقافى والحضارى الذى تراكم عبر العقود التى سبقت حكم الضباط الأحرار، حيث كانت أولى بدايات الصناعة والاقتصاد الحديث،

وأولى الجامعات الوطنية فى المنطقة وفى القارة، والبحث العلمى والنهضة الأدبية والحراك الثقافى، وصناعة السينما وفن المسرح، والصحافة الحرة، والمناخ السياسى المنفتح، وانتخابات ونظام برلمانى... هذه هى المقومات التى جلبت الكثير من المهاجرين- من العالم العربى (بالذات من الشام)، وأيضا من أوروبا- الذين تفاعلوا مع النهضة التى شهدتها البلاد حينذاك.

ماذا فعلت حركة يوليو ٥٢ بهذا الميراث؟

لقد بدأت بحل النظام السياسى التعددى الوليد، ثم كبلت حرية الرأى والتعبير والصحافة، ثم عملت على تطفيش وطرد الجاليات التى كانت تساهم بشكل جذرى فى مجالات الإدارة والفن والاقتصاد، ثم بعد ذلك النخب المحلية الثقافية والعلمية، وعملت على تحجيم دور من تبقى منها. وتزامنت مع كل ذلك عملية منظمة لعزل مصر عن العالم الحديث، التى وصفها لويس عوض كالآتى:

قد «حطم عبدالناصر أكثر جسورنا العلمية والثقافية مع العالم الخارجى، وأقام أسواراً عازلة بيننا وبين العقل والوجدان العالميين... حتى كدنا أن نفقد أدوات التفاهم مع الغير». فى ظل هذا المناخ من العزلة والكبت الخانق المخيف تقهقر دور مصر وانحدر فعليا، لأن المقومات الإبداعية التى تصنع الحضارة والريادة والتلاقى بين الأمم قد أخذت فى التلاشى.. مع ذلك، ظل الوهم بوجود دور ريادى لمصر- لأن النظام المصرى كان «يصرف» من الرصيد الثقافى والاقتصادى الذى تركته له الحقبة التى قام على أنقاضها.

وظل الكثير من الأفارقة والعرب معجبين بهذا النظام، لأنهم تصوروا أنه سيبنى فوق ذلك التراث صرحا عظيماً، لأن إعلامه الموجه الزاعق كان يؤكد ذلك فى كل مناسبة: فالظاهرة الناصرية كانت مهمومة بالمنظر والمظهر الإعلامى قبل أى شىء.. وغنت فيروز «جاى لمصر، جاى للحرية»، رغم انعدام تلك الحرية داخل المجتمع المصرى، لأنها كانت تعبر بذلك عن حرية القائد الملهم فى صراعه الإعلامى مع العالم، القائد الذى «انتكس» فى ٦٧، ورغم ذلك بقى بريقه المصطنع كالحلم الضائع.

وفى النهاية، فالفوضى شبه المطلقة هى التى نتجت عن «حرية الحاكم» فى ثورته العبثية على الواقع، فعشوائية القرار الفردى المبنى على حيثيات غير مدروسة، التى لا يمكن نقدها أو مناقشتها فى ظل مناخ كتوم ومكتوم، تؤدى حتميا لذلك..

هكذا استبدل المجتمع المصرى الفوضى البناءة- أى عملية تنافس الأفكار المؤسسة للإبداع، والمبادرة الذاتية فى مجال الأعمال، وكلها من مقومات المناخ الخلاق والحراك الفكرى والاقتصادى والسياسى- بالفوضى الهدامة، بفوضى الرأى الواحد، والرعب الذى يفرضه، والذى يجعل الإنسان يتشبث بالنمطية فى التفكير، والاحتماء بإجماع الجماعة والتظاهر بالقيم المقبولة والتدين الظاهرى لحماية نفسه فى سياق الصراع اليومى المفروض عليه.

أعتقد أن الذى يريد البحث عن دور مصر الضائع يجب عليه التفتيش أولا عن أسباب الخمول الفكرى، واختفاء القدرة على الابتكار، وغياب الجسارة والاستقلالية الفردية عن مجتمعنا.. وأعتقد أيضا أن أى بحث دقيق وصادق سيرجع أسس المشكلة إلى تلك الحقبة نفسها التى يعتقد الكثيرون أنها عبرت عن أزهى عصور «الريادة» المصرية.

The Disappearance, Forced Conversions, and Forced Marriages of Coptic Christian Women in Egypt

Reports of Muslim men abducting and forcibly marrying and converting Coptic Christian women and girls have filtered out of Egypt with increasing frequency over the past decade.The emerging patterns of force, fraud and coercion correspond to definitions of humantrafficking used by the United Nations and the U.S. Department of State., with the UN identifying it as a “crime against humanity”.1 These violations of fundamental human rights appear to be encouraged by the prevalence of cultural norms in Egypt - often rooted in Islamic traditions – that legitimize violence against women and non-Muslims. They appear to be further abetted by the tacit complicity of the government as evidenced by its lack ofwillingness to thoroughly investigate allegations of rape, abduction and abuse or to reinstate policies designed to protect Egyptians from coerced conversion by educating potential converts of the full implications of conversion.Details of trafficking cases involving Copts often reach the West through desperately worried relatives of victims. When the Egyptian police fail to find and return (or often even search for) victims of abduction, forced marriage and conversion, some relatives summon the courage to release information and photos to Coptic human rights organizations in the diaspora.
The violent abuse of Coptic women and girls in connection with forced marriage and conversion is not altogether new. The Patriarch of the Coptic Orthodox Church, Pope Shenouda III, protested against this phenomenon in 1976, declaring: "There is pressure being practiced to convert Coptic girls to Islam and marry them under terror to Muslim husbands.” 2 But the issue has now reached boiling point within Egypt’s Coptic community.
As the prestigious Egyptian newspaper Al-Ahram Weekly recently noted:It is the question of the alleged conversion and forced marriage of Coptic girls to Muslim men that elicits the greatest passions. In July [2009] alone three separate incidents received much publicity in the press. Pharmaceuticals student Rania Tawfik Asaad was ostensibly abducted in Giza and forced to marry a Muslim. Two other cases, those of Marian Bishai, Amira Morgan and Injy Basta, also hit the headlines.” 3Despite the accumulation of substantial evidence and the expressions of concern by themost senior leader of the Coptic community, this aspect of human trafficking has scarcely
been acknowledged by the world’s most powerful human rights institutions, including those dedicated to the issue of trafficking in persons.
The Coptic Foundation for Human Rights and Christian Solidarity International (CSI) therefore commissioned an anti-trafficking specialist, Michele Clark, and a Coptic women’s rights advocate, Nadia Ghaly, to undertake an investigation of allegations surrounding the abductions and forced marriages and conversions to Islam in Egypt.
They performed outstanding pioneering work, interviewing victims, their relatives, lawyers, priests and other Coptic community leaders.
This report documents dozens of specific cases and demonstrates consistent patterns used by the perpetrators, their victims, government and law enforcement, and members of Egypt’s faith communities. The report concludes with a valuable set of practical and critical recommendations for the Coptic community, the Government of Egypt and the international community.
The findings of Ms. Ghaly and Ms. Clark are deeply disturbing, and should challenge human rights activists and institutions, especially those whose mandate includes women’s rights and trafficking in persons, to undertake, as a matter of urgency, further research into this form of gender and religious based violence against Coptic women and girls in Egypt.

رغم حزنى العميق لكن قلبى ينتشى بالفرحة على حالة التوحد الشعبى الفريدة التى وجدتها فى الشارع المصرى ......... الأعلام معلقة على شرفات و أسطح المنازل و و المحلات تكتسى واجهاتها بالأعلام و ظهرت طرق جميلة لدهان زجاج ومقدمة السيارات بألوان العلم المصرى و الشباب يلتحفون بالأعلام المصرية ذات ألوان زاهية تفتقدها معظم ساريات التى تعلو المبانى الحكومية ........... الكل معلق بأحلام كروية وحدت المصريين بأمل و انتصار وطنى غاب عنهم لعصور .

ان كل ذلك مثير للأمل

هذا الشعب يحب وطنه بل و يعشقه حتى الموت

رغم موجات اليائسين الهاربين الى أوروبا فى قوارب الموت

و رغم الضغوط الحياتية اليومية الثقيلة

و رغم طبقة حاكمة جائرة لا ترى فى هذة الأمة غير نعاج تساق و تربى طمعا فيما يمكن اكتسابه منها

و رغم الطامعين من الخارج شرقا وغربا و الذين يرون فينا جحافل من الجوعى و العرايا و عديمى الثقافة غربت عليهم شمس الحضارة من الممكن اكتسابهم بلقمة جافة مغموسة بالذل و مشروطة باتباع ايدى المانح

الآن لدى الأمل

الآن أعطانى شباب بلدى القوة لأقول أن هذا الشعب قادر على العودة لصفوف قادة الحضارة الأنسانية

من الضحالة القول بأن ما حدث هو مجرد منافسة رياضية كروية

انها معركة حضارية ليست ضد أحد و ليست موجهة ضد طرف

لكنها تعبر عن شعب ذو ارادة صلبة و حضارة دفينة و اشتياق لممارسة دوره الحضارى الطبيعى
